Scope
The Services Export Fund (SEF) supports Malaysian Service Providers (MSPs) in pursuing initiatives aimed at expanding their presence in international markets. It is designed to assist small and medium enterprises (SMEs), service providers, as well as trade and industry associations, chambers of commerce, and professional bodies in carrying out export promotion activities. Eligible companies may apply for a reimbursable grant to cover costs associated with approved export-related initiatives.

Eligible Activities under SEF – Reimbursable Grants
Activity 1 – Up to RM50,000
Support for promoting Malaysian service expertise at international platforms abroad. This includes participation as a speaker, panelist, trainer, or moderator at conferences, forums, workshops, or seminars. It also covers participation in international service industry competitions held overseas.
Activity 2 – Up to RM50,000Covers travel expenses for attending international tender bidding processes, including the cost of purchasing tender documents for overseas projects.
Activity 3 – Up to RM100,000
Support for business development trips to conduct presentations to potential clients for evaluating overseas business opportunities and project prospects.
Activity 4 – Up to RM100,000
Financial assistance for providing services as part of projects implemented outside Malaysia.
Activity 5 – Up to RM3 million (Temporarily Suspended)
Funding for conducting feasibility studies related to specific overseas projects. Note: This activity is currently suspended until further notice.
Activity 6 – Up to RM200,000
Covers the initial operational costs for setting up a commercial office abroad during the first 12 months.
Activity 7 – Up to RM50,000
Supports the purchase of commercial intelligence or market research reports for evaluating international business or project opportunities.
Activity 8 – Up to RM50,000
Covers costs associated with developing prototypes, system customization, or localization to align with the requirements of overseas projects.
Activity 9 – Up to RM50,000
Financial aid for participation in overseas training programs organized by certified institutions. These programs aim to enhance skills, productivity, and knowledge specifically for export-related service projects. Training may be conducted physically or virtually and must not be covered by HRDF.
Activity 10 – Up to RM100,000
Covers registration fees for obtaining overseas industry certifications, including those related to sustainability standards based on the four UN categories: Human, Social, Economic, and Environmental. Funding supports pre-implementation, implementation, and post-implementation stages.
Activity 11 – Up to RM200,000
Funding for the purchase, hire-purchase, or rental of software, machinery, or equipment used in delivering services abroad.
Activity 12 – Up to RM350,000
Reimbursement for logistics costs related to transporting Malaysian products or equipment (port-to-port) required for the execution of awarded overseas service projects.
