Program Penskalaan Perniagaan Inklusif (Skala-IB)
Program Penskalaan Perniagaan Inklusif (Skala-IB) is an initiative by SME Corp. Malaysia to help businesses grow through the Inclusive Business (IB) model. Inclusive Business refers to a sustainable and profitable business approach that creates opportunities for inclusive communities by involving them in the company’s main business activities, such as suppliers, distributors, retailers, or service providers. The program aims to support companies in expanding their business while creating positive social and economic impact for local communities.

Matching 90% of the total project cost. Maximum funding limit of RM200,000.00 for each eligible Inclusive Business (IB) company
Objective
The program aims to improve the capability, productivity, and competitiveness of companies by strengthening their business operations and supply chains through the Inclusive Business (IB) model.
Type of Assistance
The program provides a capacity development grant covering up to 90% of the total project cost, with a maximum funding amount of RM200,000 for each eligible Inclusive Business (IB) company with SME status.
Eligibility Criteria

Only companies that meet the definition of an MSME and have received Inclusive Business (IB) recognition* from the Ministry of Entrepreneur and Cooperatives Development (KUSKOP) are ELIGIBLE FOR CONSIDERATION

Small and medium enterprises with annual sales turnover of at least RM300,000.00 and a minimum of 5 full-time employees

Businesses registered with the Companies Commission of Malaysia under the Companies Act 1965 or 2016 (Sdn. Bhd.)

At least 60% equity owned by Malaysian citizens

Operating from a valid business premises with a Business Premises License from the Local Authority or an equivalent license from the relevant authorities

Companies are required to submit MSME Status Registration Certificate and Audited Financial Statement for at least two (2) years (latest) and EPF Statement (latest)

Possess a valid SCORE Rating Certificate OR if registered for SCORE assessment, the SCORE Rating Certificate must be submitted before submitting final claim

The project must involve a community of at least 50 participants
Project Scope

The grant supports projects related to infrastructure development, renovation of business premises or factories,

Purchase of machinery and equipment for productivity improvement and automation.

It also covers working capital, technology adoption, digitalisation systems and applications, as well as market access activities such as promotion, packaging, and branding.

In addition, support is provided for research and development (R&D), including product development, innovation, certifications, Quality Management Systems (QMS), and product testing.
