

Technology Readiness Level (TRL 4-7)
Technology Development Fund 2(TeD 2) is open to researchers and companies interested in implementing research and development projects (R&D) to produce new processes and products in the field have been identified by the Government.

To develop existing concepts related to design form of technology, process or product towards commercialization for reduce the failure gap (valley of death); and
-
To stimulate the growth of research and technology development through a network of cooperation between Government Research Institutes, Government STI Agencies, Institutes of Higher Learning, Polytechnics, Colleges Community with industry.

SMI FUNDING FULLY ASSISTS IN MEETING FOLLOWING ELIGIBILITY CRITERIA
Incentive Category: Research and Development Grants
Companies in the SME and startup sectors are required to meet the following criteria in order to apply for TeD 2:
Companies and businesses in Sabah and Sarawak must be registered with the Local Authority, whereas those in other parts of Malaysia must do so with the Companies Commission of Malaysia (SSM).
​
The following are some of the requirements that must be met in order for a company to be considered a startup:
* Chartered with the Malaysian Companies Commission (SSM);
* Malays own the majority of the company (more than half);
* Minimum paid-in capital of RM10,000.00
* Have a minimum of two (2) directors for the company;
* Companies that rely on technology; and
* Additional requirements must be met by small or new businesses whose ownership does not reach 50% of Malaysian residents. These include:
* Candidates must have a functional prototype or proof of concept (POC) in order to be considered.
* Its primary market is Malaysia; and
* Citizens of Malaysia make up a minimum of 70% of the workforce.
Small and medium-sized enterprises (SMEs) are eligible to apply for these funds through a grant-match program that is based on the following criteria:
* In cases where the company contributes 50% of the overall cost of the project through in-kind returns (e.g., the value of equipment, facilities, and services), MOSTI will contribute 70% of the total cost. Alternatively,

* As long as the company contributes some cash, MOSTI will cover up to 75% of the project's overall cost.
​
​*A social innovation agency is one that conducts research and provides services connected to social innovation under the auspices of MOSTI.
​
* Startups and small and medium-sized enterprises (SMEs) must work with applications from public and private institutions of higher education (IPT) (minimum evidence required is a letter of acceptance, or a comparable document).
​
* Startup Applications Collaboration with IPTA, IPTS, GRI, or STI Agency is encouraged for companies and SMEs.
* A letter of approval (Letter of Acceptance, LoA) or other such document is required as proof of the applicant's intention to work with IPTA or IPTS in order to designate a RO.
​
It is highly recommended for government research institutions, agencies, and polytechnics and community colleges to work together with small and medium-sized businesses (SMEs) that have just started out.
* A letter of acceptance (LoA) or other comparable document is required as proof of this.
Registration in Malaysia is a requirement for all candidates.
​
* Neither the company's directors nor any members of the project team have ever been convicted of fraud, nor is the company now in receivership, dissolution, or bankruptcy.
* Citizens of Malaysia who are also serving as project leaders have the option of bringing in team members from other countries or even other institutions as expatriates.
Project managers who are not citizens of Malaysia are still welcome to apply, but only under the following conditions:
For as long as the project is underway, the work permit will be valid.

The project team must consist of Malaysian nationals hailing from the same academic institution who share a common field of competence.
* Each project leader is limited to overseeing a single project that requires clearance from MOSTI at any given time.
* During the project's length, researchers employed by public or private institutions of higher education (IPTs), community colleges, polytechnics, or government research institutions must verify that their contract employment is still legitimate.
* Members of the project team should have the necessary skills and experience to handle the technical components of the project. A well-organized curriculum vitae (resume) detailing academic work, work experience, and accomplishments is required of all team members.

* An authorization letter from the department head must be provided if the project participant hails from an outside institution.
​
* If an applicant has the capacity in terms of robust personnel and financial resources, they are allowed to submit multiple proposals for different projects.
* Projects cannot proceed outside of Malaysia without the approval of MOSTI.
​
In order to be commercialized, the proposed concept must have experimental development components.
A functional prototype or proof of concept is required for the proposed project to be in the pre-commercialization stage.
If the project manager has received funding for the same venture from other sources, they are required to notify MOSTI.
This program will not provide funding for projects that are directly linked to the police or the military in terms of security enforcement or defense.

Application through Conventional Method

Applicants must complete the application form together supporting documents such as Appendix 3 through http://edana.mosti.gov.my within the stipulated time period.

All applications must be reviewed and confirmed by the party authoritative in the applicant’s organization such as the Head of Department or Center Research Management. The applicant must declare that the project application submitted was never funded by any of the financiers.

Applicants must state proof of concept or a working prototype in the form application. This is evidence to confirm the concept/ theory/ the proposed idea is applicable.

Applicants must accompany the project Business Model as in Appendix 4.

Applications submitted will be reviewed by MOSTI for ensure the application and documents submitted are complete and meet the basic qualifications of the TeD Fund application 2.

Applications through the fast track method are considered with the following conditions:
-
The Final Report of the TeD 1 Project was approved by the panel;
-
Achieve all TeD 1 project objectives; and
-
Recommendation from the panel to proceed with the project under TeD 2.

Incomplete applications will be returned to applicant.
