The government of Malaysia under several ministries or agencies offered grants to the Malaysian and also Foreigners that looking forward to set up, expand, diversify and modernize their business in Malaysia. Below are the type of grant offered by ministries or agencies which we can give advisor on application.

SERVICES EXPORT FUND

Objective/Activity


SEF provides assistance to Malaysian Service Providers (MSPs) to undertake activities to expand and venture into the international market. The assistance is extended in the form of reimbursable grant. The grant disbursed is according to the maximum amount of each activity for the duration of the period 2021-2025.


The purpose are:

  • To increase the competitiveness of Malaysian Service Providers (MSPs) overseas;

  • To increase accessibility and expand export of MSPs in the global market;

  • To expand the scope for export promotion to gain market access and export opportunities for services; and

  • To raise the profile of Malaysia at the international level as competent service provider and brand Malaysia as a supplier of services.

Criteria


  • Incorporated under Companies Act 1965

  • At least 60% Malaysian equity

  • In operation at least 1 year

  • Not government link companies

  • Register with Matrade

  • Exporting Malaysia Product / Service

  • Must Be Malaysian Brand (Made in Malaysia)


RM 1.3 Million for period of 3 Years


ACTIVITIES ELIGIBLE FOR SEF  

Under Reimbursable Grants 


Activity 1 - RM50k : Promoting Malaysian expertise as a provider of services  at international events held overseas, such as a  speaker/ panelist/ trainer/ moderator at conferences/  forums/ workshops/ seminars; or As a participant in an international competition for the  services industry held abroad. 


Activity 2 - RM50k : Travelling expenses to international destinations for  tender bidding; or Purchasing tender documents for projects overseas. 


Activity 3 - RM100k : Conducting presentations to potential clients for assessing business and projects overseas. 


Activity 4 - RM100k : Rendering services for projects undertaken overseas. 


Activity 5 -RM3 Mil (SUPPENDED) Conducting a feasibility study for a specific international  project overseas. 3Mil "The application for  Activity 5 Services  Export Fund (SEF)  is temporarily  suspended until  further notice". 


 Activity 6 - RM200k : Initial costs for first 12 months of setting up a  commercial office overseas.  


Activity 7 - RM50k : Procuring commercial intelligence/ market reports for  assessing business opportunities or projects in  international markets. 


Activity 8 - RM50k :  Preparation of prototype, system customisation/  localisation to meet project requirements overseas. 


Activity 9 - RM50K : Participation fees in training programmes held overseas  by certified bodies/ institutions for exporting services. Training program is defined as an activity or activities that include  undertaking one or a series of courses to boost performance,  productivity, skills, knowledge and/ as required by the foreign party  or that Malaysian company that bidding/ targeting for, either  physically or online, and not covered by HRDF. The training covers for the preparation and implementation of the  specific projects or purposes.


Activity 10 - RM100k : Registration fees for overseas industry certification  including compliance to sustainability for exporting  services.  Sustainability is based on the four (4) category provided by United  Nation that include Human, Social, Economic and Environment. It  comprises of 17 sustainable development goals. The claim includes for Pre-implementation, Implementation and  Post-implementation of the certification. 


Activity 11 - RM200k : Purchasing/ hire purchase/ renting of software,  machinery and equipment for exporting services  overseas.  200,000.00 


Activity 12 - RM350k : Logistic costs involved in sending of Malaysian products  and/ or equipment abroad (port to port), for overseas  projects awarded to and implemented by Malaysian  service companies.

Business Accelerator Programme (BAP 3.0) is an integrated assistance programme aimed to enhance the capabilities of small and medium enterprises (SMEs) through business advisory services and financial support. This programme supports a wide range of capability building initiatives to assist SMEs to grow and expand their businesses locally and globally. The grant riven is 50% up to RM400,000

APPLICATION OPENING DATES

For information, new application for BAP 3.0 will Application is open from 4th March 2024 until 31st March 2024 OR until the applications reach the maximum allocated commitment (whichever comes first).

Criteria

  • At least 60% Malaysian equity

  • Fulfil SME definition

  • Business license from the Local Authority

  • At least 12 months in operations from the date of application and full time business operator

  • Has undergone or willing to undergo SCORE / M-CORE assessment  (Min 2 star to apply)

  • NOT ELIGIBLE for Public Listed Companies in the Main Board / Secondary Markets / Large Firms, MNCs, GLCs, MoF Inc. & State Owned Enterprises Companies AND their subsidiaries.

  • Majority / common shareholders in 2 or more companies are only eligible to submit 1 application

  • Companies that have received BAP 3.0 grants in 2021 and 2022 are not eligible to apply

  • The same project that has been approved under any other SME Corp. Malaysia programmes is not eligible

  • Open to all economic sectors EXCEPT sectors related to primary agriculture, financial, insurance, real estate, and securities trading sectors (priority will be given to high growth industries)

  • Annual sales turnover exceeds RM300,000 per year

  • A business taxpayer

  • A minimum paid-up capital of RM30,000.00

  • Cash at banks at least 30% from total project cost

  • Ratio of local workers: foreigner worker at least 70:30

  • Projects with high value added/ contribution to increased products

  • Maximum project duration of 12 months & open to projects that have been implemented since 1 June 2023


Summary of the qualifying criteria

  • Manufacturing: Sales turnover not exceeding RM50 Million or full-time employees not exceeding 200 workers.

  • Services and other sectors: Sales turnover not exceeding RM20 Million or  full-time employees not exceeding 75 workers.

Introduction

A critical part of Pelan Jana Semula Ekonomi Negara (PENJANA), the SMART Automation Grant (SAG) is a matching grant for services companies.


SMEs and mid- tier companies in the services sector are now able to kickstart their digital adoption journey and increase their digital capabilities to continue striving forward in this new norm.


Objectives


  • This is a specific matching grant for services companies that will help them automate their business processes and move towards digitalisation.

  • The grant will be used solely for the purpose of kickstarting the development and implementation of projects that push the adoption of technologies to automate business operations.


Financing amount (max)


Each successful application will receive up to 50% of the total project cost, subject to a ceiling limit up to RM200,000 or, whichever is the lowest, through this matching grant.


EXPECTED PROJECT OUTCOMES


This matching grant is intended to assist services companies embarking on automation to achieve one of these outcomes:

  • Increase in revenue

  • Savings in business cost

  • Reduction of process time cycle

  • Reduce man hours

  • Create new sources of growth

Purpose of Financing

SAG is matching grant for services companies to automate their business processes and move towards digitalisation.


The eligible expenses are the approved project costs that are critical to the project success.

Expenses include:

  • Cost of IT Hardware or IT equipment

  • Cost of Software associated

  • License fee

  • Process redesign

  • Testing and certification costs associated with the development of the project.

  • Training costs associated to the project

Eligibility criteria

  • Incorporated in Malaysia under the Companies Act 1965 or the Companies Act 2016.

  • Has an issued and paid up capital of at least RM50,000

  • Has a minimum of 51% equity held by Malaysian(s)

  • Not be the subject of a liquidation / winding up order

  • Has no going concern issue and/or not dormant and

  • Has entered into a written contract or a committed arrangement technology partner for the development and implementation of the project

  • If previously has received any MDEC/government grant, the applicant must demonstrate the completion and success of the funded projects
